API HOLOGRAPHICS LTD SURRENDER OF PART A2 ENVIRONMENTAL PERMIT APPLICATION
Background
API Holographics Ltd manufactures and distributes foils, laminates and holographic materials to a number of industries including drinks, confectionery, tobacco, perfumery, personal care, cosmetics and healthcare. The company operates from sites across Europe, Asia and America.
Following the sale of its security holographic business, the company’s site in Salford was decommissioned, with production of decorative foils and lms transferred to Livingston, Scotland.
Proposition
Miller Goodall was brought in by API Holographics to advise on submission of an application to surrender the environmental permit for the Salford site to the local authority. This application had to demonstrate that the company had taken measures to ensure that land at their site was left in the same condition in which the company had found it, as required in the environmental permit. An element of particular importance was what was to be done with the underground storage tanks, previously used for holding the organic solvents used in the factory’s production processes.
Investigation
We were required to prepare and submit an application to surrender the environmental permit. In order to do this, we had to gather information regarding the company’s level of compliance with the permit, the condition of the land when the company rst applied for their environmental permit and the condition of the land at the time of the surrender. We also consulted and negotiated extensively with the local authority. As part of this exercise, we commissioned a contaminated land site surrender report and advised the company in relation to asbestos and drainage surveys for the site. We then put together a decommissioning plan for submission to the local authority, which included digging out the underground storage tanks and associated infrastructure.
Action and outcome
The environmental permit was successfully surrendered and API Holographics was able to close its Salford site.
